Guam Office of Infrastructure Policy and Development (OIPD): FUNCTIONS

  • Accelerate broadband deployment across Guam by aligning program implementation with updated federal guidance and removing non-statutory administrative barriers that delay infrastructure buildout.
  • Ensure cost-effective investment of BEAD funding by prioritizing projects that deliver the greatest value to taxpayers through competitive, technology-neutral selection processes.
  • Support a fair and open subgrantee selection process by allowing all qualified broadband technologies and providers to compete on equal footing, consistent with federal requirements.
  • Implement the “Benefit of the Bargain” approach by evaluating proposals based on lowest overall cost, speed to deployment, and technical capability.
  • Update program policies and procedures to comply with revised federal requirements, including rescinding outdated criteria and aligning with current NTIA guidance.
  • Ensure accountability and timely execution of broadband projects, with deployment timelines that deliver service to residents efficiently and within federally required timeframes.
  • Coordinate with federal partners to maintain accurate broadband service maps, prevent overbuilding, and ensure funding is directed to unserved and underserved areas.
  • Strengthen program oversight by focusing on measurable outcomes, including deployment progress, cost efficiency, and long-term service sustainability.
